zettarepl logs are being truncated, hindering investigation of errors.

Errors like this are seen in the log:

[2021/08/06 09:30:08] INFO [replication_task__task_8.process] [zettarepl.transport.base_ssh. @ .replication_process.task_8] Warning: 'cannot receive org.truenas:man....ys.org/home: permission denied'

The warning text is being truncated which is preventing investigation of the errors.

The change worked as expected. I can now see full(er) error messages.

After tweaking this file by hand and letting replication run again, the results are still truncated log message. For example with LOGGING_MAX_STRING_LENGTH=256 I get the message:

Is something else needed to make this setting change take effect?
