/etc/netcli present in SCALE

Description

`/etc/netcli` is the Python script that provides the console menu for FreeNAS and TrueNAS CORE (why there's an executable in /etc/ is something I've never understood, but is largely beside the point). It's clearly not designed with SCALE in mind, and based on actual experience, using it to configure network settings (which is one of few things it can do) in SCALE breaks things rather badly.

The actual console menu for SCALE is launched by running `/usr/bin/cli --menu`. `/etc/netcli` should be removed from SCALE--or at least altered to detect which OS it's running on and error out under SCALE.
