Do not check for failover.upgrade_pending on non-HA systems

Description

It seems that after NAS-119081: Do not disallow failover when system versions mismatchDone we are always checking for failover.upgrade_pending. This results in middleware exception on a non-HA system.

This can be reproduced by using one of the system from Jenkins.
