MTU validation is still too restrictive

Description

For the environment we are using we need to set an MTU value of 1400. TrueNAS Scale (Dragonfish-24.04.1.1) however doesn't allow to set a value less than 1500 and is blocking the attempt to do so in the UI with this error message: "The value is out of range. Enter a value between 1492 and 9216".

I found this ticket reporting the same issue:

with a linked PR that should solve the issue. According to the ticket, the change should have been merged in SCALE-22.02-RC.1. Therefore I would have expected the problem to be solved in 24.04.1.1, but it seems the patch is not included in that version.
