Rewrite enclosure plugin in SCALE to match performance improvements in CORE

MW team inputs

• Current version of enclosure reporting in SCALE is nearing a point of being unsustainable.

• Caleb is currently working on a PR for this, however progress is slower than most as he must to go the DC and test changes across platforms as change effects drive identification and enumeration.

UI team inputs

• Similar changes have been made in CORE already.

What is the problem we are trying to solve?

• Reach parity with the performance enhancements that have been introduced in enclosure reporting in CORE.

• Ensure technical debt is paid early, rather than wait until major issues arise.

• Further unification of code base between CORE and SCALE.

• Ensure adequate testing structure is in place.
