Null value is no longer used in the form either when creating a new dataset or when editing a dataset. In regards to saved value not showing up in the form, it will be handled by

Also, the setting is not saved, so next time you go in to edit the dataset, you have to select a small block size again.

This is related to:
You can’t save changes to a dataset unless you change the Metadata (Special) Small Block Size to something other than null. You can get around the error by selecting one of the block sizes from the dropdown.
