Reboot required for APPS/Docker to recover from network disconnect

Description

Should the network be disconnected when TrueNAS boots, APPS/Docker will not work, nor recover from this when the network is reconnected after boot.

After discussion, we’re not going to implement this functionality. There are assumptions that network is relatively stable and so while network events are definitely common, trying to act on events would add a severe amount of complexity here and risk instability. At the time this ticket was opened, we were in RC and now 24.10.1 has been opened up. While there might not be an “automatic” work-around, there are manual ones. At this time, we’re closing the ticket. Thanks.
