I looked wrong...The files all have a .bin at the end and although I can see the file name, I cannot open the file. I expected an unreadable file name and that made me think it was not encrypted. But it is.

Cloud Sync task encryption does not encrypt existing files that exist on remote side. This is how rclone works. Only newly uploaded files will be encrypted and then decrypted on download. This is intended behavior. However, I will open a documentation ticket so that it describes this a bit better in the UI.
