[BUG] Can't backup Configs without root or truenas_admin

Description

Awhile ago when we were forced to migrate from logging in with root to a new account, I created an account called `admin`.

This was considered the best practice at that time. I see that new installs are now creating `truenas_admin`. While this is fine in and of itself, when exporting backups, your check is limiting to just `root` and `truenas_admin` rather than the `Full Admin` group. Please fix this so that members of `Full Admin` can export configs and not just those pre-populated users, especially since an upgrade doesn't walk the user through creating/enabling the `truenas_admin` account.

I kept getting empty configs downloads and didn't know why until I looked at the logs...
