For 11.2, this section is always hidden in the debug.
For 11.3 and onward, this section is only hidden if the TrueNAS system is not licensed for jails.

Had two volumes/pools, ran debug twice (attached), no random iocage dataset appeared.

On TrueNAS, collecting a debug will create the iocage dataset on a random pool in the system. I assume it is running an iocage list, which initializes iocage.
Because jails are a licensed feature on TrueNAS, it would be confusing for users who do not have the jails feature to see an iocage dataset randomly appear, so it would be nice if this did not happen if the jails feature is not licensed.
