I can easily reproduce this!!!
But did you developers tried a esxi 6.7 as a host?
Like you can see in the debug, i use VMware ESXi 6.7 and i just made a second vm with freenas and made a pool i have the same problem with this machine

Are you able to connect to share locally if you run command locally on the FreeNAS server:
smbclient //127.0.0.1/FREENAS -U ajschot

On mac i have two things from which I use option 2 the most:
1) See in finder under network if the server is found
2)Finder -> Go -> Connect to server
SMB://IP-FREENAS
WINDOWS 10, 2 options I use:
1)Look under Netrwork in explorer if the share is found
2) Add network location smb://IP-FREENAS
Again, it does not matter if I wait 10 minutes after reboot or 2 days, it can ONLY connect after stopping and starting the service.

This indicates that samba is running normally on boot. How are you determining that the SMB service is not working?
SMB service is not working after a reboot/restart/cold start. When switching service SMB off and on again in the service tab, it works fine.
