update basically updates your jail to the current release's latest patch number, whereas an upgrade will move you from major/minor version numbers i.e 11.1->11.2 or 11.3->12. So basically you need to upgrade your jail to whichever you release you would like to.

Thanks for the clarification . That bug should be fixed on the related ticket for U7 (due out next week). If the issue persists for you after updating, please leave a comment on your ticket.

I can't update from 11.1 to 11.2 ... the option is greyed out.

One last clarification as you have jails with 4 different releases
10.4-RELEASE
11.0-RELEASE
11.1-RELEASE
11.2-RELEASE
You can't update 10.4 as that's a major ABI change (from 10 to 11)
You can't update 11.2 (yet), but should be able to once you update to the 11.3 series when it's available
Are you able to update the 11.0 or 11.1 to 11.2? Those should work as the ABI shares the same major version.

When attempting to update to a newer release the option is greyed out.
