This has been lingering around for a long time.
We don't necessarily see this as a big deal and lack the resources to do this any time soon.
If you think this is still important we ask you to create a Suggestion type of ticket where it can be up voted by community.

UPS processes currently run as user "uucp".
This creates some problems. E.g. if, instead of just perform a regular "shutdown -h now" command, you want to execute more complex scripts etc, this won't work, because of the uucp rights and the uucp shell.
As an user from the forum described more in detail:
"UPS processes should run as their own user ID, NOT uucp, and be group access to dialer "
It should be possible, to grant this UPS user "root" execution rights, if the admin wants to.
With this approach and simple change, the UPS services would be MUCH more stronger and useful for a lot use cases.
