Fix bug in sending initial debug when configuring a production system

Description

Tested in TrueNAS-11.3-MASTER-201911220916

I checked the "This is a production system box and the debug box. I then clicked update status but there was no Support ticket sent

I waited 15 minutes before cheching Kayako

It doesn't send a ticket to Support if the Send Initial Debug isn't checked

Former user I updated the system and tested it again and it did send a debug that contains both controllers in the debug. I will try it without the debug

I did the same and ticket was created. Next time attach a debug please.
