FreeNAS does not have limitations on number of disks. Sometimes some enclosure misreport themselves, that causes problems with detection of some disks, but that is a problem of specific hardware.
But returning to the boot problem. You've told that system boot stopped the same way? But as I understand you've set the loader tunable I told, that supposed to prevent extra oce instance to attach, so the console output should not be the same. So either it is not the same, or tunables you've set do not work.

Hello! I rebooted the system. Does not start. Hangs on the stage as on the screenshots.
Only after I got all the same 3 disks the system booted.
Could it be that there are more than 16 disks in the front compartment and freenas does not understand more than 16 disks?

You should better do it via WebUI to not loose on upgrade.
