Hard to say. Its likely something specific to your hardware that has non-utf8 chars in it, I imagine its enclosure info which can probably be safely ignored.

Invoking System > Advanced > Save Debug worked for me in 11.2-U7.
The timing might be a coincidence, but now in 11.3 and 11.3-U1, I get an error, and it generates a 0 byte file.
It gets to 22% "dump hardware configuration", then says "failed to generate debug file". See attached. My hardware is from iX (except for 2 disks), so presumably nothing too weird.

Running 'freenas-debug' from ssh seems to work. Perhaps it outputs an error somewhere, there's just so much output it's hard to say.
