This is already fixed for U2, which is due for release soon. Patched vfs modules are also available on the community forums here along with instructions on how to apply them: https://www.ixsystems.com/community/threads/issue-with-modified-timestamps-on-windows-file-copy.82649/page-4

After installed 11.3-U1 and copied all my window share file, I noticed all the 'last modified date' were changed to the current system time. This makes it impossible for my file synch jobs that I run routeinly. I am sure this is not intended, but it should be fixed asap. I have to go back to 11.2-U7, and now awaiting for the fix.
