The amount of memory is how much is available to the OS, we should change the label to reflect that. As for why your system is reporting "non-ECC", the middleware is not reporting your system as ECC correctly it will be fixed in a separate ticket.

Two issues with the dashboard memory display on 12.0 nightly 0324
It calculates memory amount as if it was hard drive space. 32GB RAM are indeed 32GiB RAM, not 31.7GiB.
It shows non-ECC memory, when this is most certainly ECC memory. X11SSH-F with Xeon E3-1225v6 and 32GiB/GB ECC Crucial RAM.
