Netatalk - have netatalk and atalk daemons generate pidfiles

Add functions to generate and remove pidfiles to netatalk. This
is to facilitate having newsyslog send SIGHUP to the afpd parent
PID.

Pidfile-related code originates from Samba lib/util/pidfile.c.
