plugin boot checkbox re-enables itself

FreeNAS-11.3-U3.2

Steps to reproduce:

  • Install a plugin. It is automatically started and "boot" is checked

  • Uncheck this box

  • Open de details of this plugin/jail and press "stop"

  • The boot is automatically re-enabled

btw: It is als a bit inconistent between jails and VM's. A jail is directly started after creation.
