Scale: General network settings not saving

Description

On Truenas Scale 20.09-MASTER-20200912-082913 when i navigate to
Network > Global Configuration
and make changes and click the save button the new values dont actually save. If i reopen the menu the old values are there again and rebooting does not apply the new settings. It also takes a while to load up all the form options.

Thank you for the report .  Can you please provide a debug by navigating to System -> Advanced, click save debug, and upload attachment to this ticket?

I tried changing the Domain, DNS Servers and Gateway and none of them saved.
