SNMP consuming 100% CPU and becomes unavailable

Description

After upgrading from 12.0-RC1 to 12.0-Release I experienced an issue in my already setup monitoring where it began to alert the host was down. Upon further review it seems the SNMP process is pegged at 100% from time to time with no changes in my monitoring.

Since my other one was closed as a repeat, I will concur that I'm seeing this issue.  It's also being tracked here in the forums:

Additionally, I re-added my debug files here, as it appears that actually getting them out while the issue is happening is hard.  It took me almost 10 tries to get the "with snmp-agent.py" one running.

- A debug export while the issue was occurring.

- A debug export after the process has been killed.

- An htop while the problem is happening.

I also noticed that when I try to create a debug the box hangs during the SYSCTL dump but eventually it comes back. Attaching Debug from the output.
