When an SMB share is not "Enabled", the user cannot edit the Share's ACL. There should be no reason why an an SMB share cannot be edited just because it's not currently enabled.
Go to Sharing > SMB
Locate a share that is not currently enabled
Click the three-dots > Edit Share ACL
Nothing happens! Fake button?
The only way to work around this for now is to do extra steps, even if you want to leave a share temporarily disabled.
Go to Sharing > SMB
Locate a share that is not currently enabled
Click the three-dots > Edit
Check Enabled
Click Save
Click the three-dots > Edit Share ACL
Make your changes
Click Save
Click the three-dots > Edit
Check Enabled
Click Save
