Allow disabling docker image updates

Description

Dockerhub has a rate limit which we might exceed due to checking for updates for each image available on the system. This should be user configurable and user can disable the update as required by his/her use case.

Watchtower hit the same issue and managed to fix it mostly completly.
Something about fetching headers... It's worth checking out.
