Cannot configure MTU < 1492

Description

In the UI, there is an indication that MTU values must be between 68 and 9000. After entering 1420 in this field and clicking apply, message "Should be between 1492 and 9216" is dispalyed, and the MTU is not set.

This commit appears to adjust minimum MTU configurable in the GUI to 1492. This is pretty common for PPPoE setups, but lower MTUs are valid, and sometimes need to be configured for encapsulated tunnels where PMTU discovery and MSS clamping cannot be configured.
