That is correct behavior. 20.10 SCALE was released on 16 Oct 2020. 12.0-U1 was released on 9 Dec 2020. 12.0-U1 is newer, its configuration cannot be uploaded 20.10 SCALE. However, it can be uploaded to the latest 20.12 SCALE nightly.

During testing in a VM creating a backup on Core and trying to restore that on Scale does not seem to work, it appears to think that the backup is from a newer system than it is being restored to.
