The "Services" page still uses ngx-datatable. This is no longer consistent with our other tables in the UI. Everywhere else the UI uses mat-table either directly or via entity-table.
To remedy this the services page should use entity-table for the table portion and the controls should be moved to the top right of the page as global actions.
