ganesha mako template is tracebacking for 2 reasons:
1. it tries to check for peers in the gluster pool no matter what, but that will cause a traceback if the glusterd service isn't started.
2. we query for nfs shares that are enabled but don't check to see if we actually have any shares enabled.
