Default SSL Cert: Hardcoded Issuer/Serial Error

Description

The default self-signed certificate appears to be getting generated with a hard-coded serial number or issuer ID - causing security errors in browsers. These probably just need to be randomly generated whenever the cert is created on the backend.

This issue appears to be consistent across all FreeNAS/CORE/SCALE versions that I have compared (latest nightlies, latest releases, and legacy releases).

This can easily be reproduced by accepting the self-signed certificate from one NAS, then attempting to open up the https interface to another NAS.
