I like to save the GUI settings mainly for reference.
Whenever I change settings on a page, I download it using SingleFile extension. It makes it easier to reconfigure a server or revert some settings without restoring the whole config
I mostly rely on backup jobs and scripts to list users, configured ACLs... but having the GUI saved pages is really a quick support sometime to revert to a known functional config without digging into my network details
The tool can download the pages and rename them like url_path_name, so it is very easy to find the exact settings page location for reference
However, some pages where the scroll is using some scripting are broken this way, mainly the users/groups pages and a lot more of them. Not sure why you went with a non conventional scroll rendering on some pages, but not the others (usually scrolling is fine in submenus pages like the ACL FileSystem permissions pages)

TrueNAS UI does not depend on 3rd party cookies, it's likely a coincidence.
Can you explain why you need to save GUI html files with SingleFile extension?

Looks like it is related to browser cookies
chrome: if "Block third-party cookies" is selected, the GUI will always display the welcome screen and hint in Users/Groups
chrome: if the DNS name of TrueNAS UI is added to "Sites that can always use cookies", the problem is fixed
if I use the SingleFile extension to save some GUI html files, on some pages where scroll is managed by scripts (like users or groups list), the issue happens again

Since The update from 12.0-U5.1 to U6, on each login, I get the "Looking for help?" screen displayed. I have to click Get Started but the dialog appears again if I logout than login back.
Also, whenever I navigate to the Accounts/Groups or Accounts/Users, I get the info popup again whenever I login again to the GUI:

All built-in groups are hidden by default. Use the gear icon (top-right) to toggle the display of built-in groups.*
Also, the GUI no more remembers the columns selection
I tried to disable 2FA, but it did not fix the problem. A reboot did not fix it also
