You need to stop avahi before starting in debug mode:

avahi-daemon --debug

I changed the domain under Network settings back to the default local, did a restart, and on my macos adisk and smb briefly appears after a truenas restart. They disappear not long after

MacOS timemachine is unable to find my backup share on TrueNAS.
In 21.08 Beta 2 I was able to manually restart avahi & SMB doing the following:
1. Restart avahi: systemctl restart avahi-daemon
2. restart SMB service: System Settings -> Services -> Toggle SMB off then on
3. Select Backup Now in MacOS TimeMachine
Now in 22.02 RC1-1 even these steps no longer work.
