system continually does an orderly shutdown if browser tab is left open

Description

Setup:

Open two browser tabs to TrueNAS system.

Use one to power off the TN via the power button in the upper right corner.

After reboot, log in from the second tab.

Result: the first tab will be on the /ui/others/shutdown URL, and as soon as the second tab logs in, the first tab willl shutdown the system again.

Reproducable on tn23 right now.
