This PR simply allows users to enable multichannel support through the API. It is still disabled by default and not expose via webui.

My recommendation is to deliver to performance team to characterize stability and performance of SMB in SCALE with and without multichannel enabled and use the hard data to determine whether it should be exposed to end-users at this point.
