ENTERPRISE checks need to be for SCALE_ENTERPRISE

A decision made long ago was to return SCALE_ENTERPRISE on HA capable hardware. However, the code checks for `ENTERPRISE` because of CORE logic. I need to change the logic throughout the code-base that looks for ENTERPRISE instead of SCALE_ENTERPRISE
