SCALE HA triggers a failover event even when failover has been disabled under the following scenario:
1. configure a singular interface with 1 IP address
2. add another IP address to interface
3. remove the 2nd IP address added in step #2 (failover is triggered here)
2 problems:
1. failover is disabled so it shouldn't go through failover process
2. there is a check to see if the interface has another IP on it and is still operational so that check is failing
