We're currently passing CI on generating exports (and other users aren't reporting issues) and so it'll maybe be helpful to see what's different in your case.

I'm not seeing this functional at all on either of my scale hosts.. 

/etc/exports isn't getting generated. 

all the files in /var/lib/nfs are empty as well.

What am I missing?
