Thank you for the report, @Christopher Kinard.
Would you let us know if Andrews' suggestion resolved your issue, please?
If not, could you attach a debug file to the "Private Attachments" section of this ticket? To generate a debug file on TrueNAS SCALE, log in to the TrueNAS web interface, go to System Settings > Advanced, then click SAVE DEBUG and wait for the file to download to your local system.

We added alerts related to NTP in RC2 IIRC. Some users have reported the need to adjust default time sources (depending on where server is located). Some community users have also reported issues with their ISP restricting NTP traffic. I'd probably start with investigating in that direction (or disabling the alert if you determine that it isn't relevant for your use-case). For enterprise / business use case, maintaining correct time is an absolute requirement.
Ever since installing TrueNAS Scale RC2 (even on a clean load) I get random NTP error alerts.
NOTHING was touched on the system other than adding a SSH key to the root account after doing a clean load.
NTP health check failed - No NTP peers: [{'69.89.207.99': 'REJECT'}, {'45.79.1.70': 'REJECT'}, {'173.72.24.4': 'REJECT'}]
