When creating your pool, in TN 13.0-Release, if you have disks with non-unique serial numbers the disks will not be listed until the "Show disks with non-unique serial numbers" box is checked. Do you have that box available (see screenshot)? If so, can you check it to see if your disks show up, please?
If they don't can you upload a debug to the Private Attachments area of this ticket?
To generate a debug file on TrueNAS CORE, log in to the TrueNAS web interface, go to System > Advanced, then click Save Debug and wait for the file to download to your local system.

I am unable to see any of the available disks when I go to create a pool using V13. I can see them using V12.
I am using Oracle's VirtualBox but also tried it using VMWare.
So the bug appears to be in Version 13
