Add progress indication to update popover

Description

When update is in progress, we have a special type of icon on the topbar.

When you click on it, it doesn't provide too much of useful information.

Let's change it to:

  • Show popover instead of a modal.

  • Show progress (similar to what we have in jobs).

Build as a separate component to show this, make this component use whatever component is responsible for showing job status in job manager.
