m60 dual nvdimm w/ ntb_transport broken

Description

For reasons unknown, ntb0 on M60 stays in NO CARRIER on SCALE. Initial investigation shows that the /etc/modprobe.d/truenas-dual-nvdimm.conf isn't applying so it's not being configured properly.
