Please update NVIDIA Drivers to the 470 branch, as the current v460 doesn't properly support GPU Encoding/Decoding in newer ffmpeg versions, used by apps such as Jellyfin (and maybe Plex? I looked though the JIRA bug reports and found some tickets that could have this as the source of issues).
Debian repo already uses the v470 and it fixes the issues with GPU transcoding in jellyfin.
