TrueNAS-SCALE 22.12.0 theme is lost when session times out

Description

I have changed my UI theme to paper which works as expected except when my session times out.

When the session times out and the login page is displayed the theme reverts to the default dark theme. After logging back in the UI ends up with a mix of paper and the default theme.

Reloading the page in the browser restores the correct paper UI.
