Need plx_eeprom tool updated for and installed on scale

Description

Alexander wrote us plx_eeprom to flash eeprom on PLX switches but currently only tested and compiled on freebsd. At same time we get it to work on scale it would be nice to include in case we ever need it on M-series or R50bm
