add serial_only kwarg to device.get_disks

Description

23.10 PR: https://github.com/truenas/middleware/pull/10692

This is added so that `device.get_disks` can return only block device names and serials which is significantly faster than enumerating all the detailed information for each disk. I will be opening a separate PR to make use of this new kwarg after this has been merged.
