Drive identify support for R30 SCALE

Need enclosure management for R30.

Middleware side:

Getting SMBIOS data from sysfs.
SMBIOS 3.3.0 present.

Mapping:

These systems will use the PCIe physical slot field to map to the bay location. Control of the identify and fault led are done through ipmi raw commands.
