I transfered from core to scale. I had the same issue on core however, this only occurred after 13.0-u2 . I have two 16 tb exos drives: https://www.seagate.com/files/www-content/datasheets/pdfs/exos-x16-DS2011-1-1904US-en_US.pdf and they will randomly degrade after a scrub. I reboot and the error code disappear. I never got this error on that core version. However, it always happened after an upgrade. I did submit a ticket in core as well and was told to switch over to test to see if it was on scale as well and it seems to happen. https://ixsystems.atlassian.net/browse/NAS-121109 let me know how we can proceed.
