After upgrade to Cobia BETA.1 Apps service did not start

Description

After an upgrade from 23.12.3.3 → 23.10-BETA.1, the apps service did not auto-start on first boot. I was able to force it to start properly by running “Unset Pool → Select Pool” and it came back.
