tooltips broken on windows

Description

on windows the tooltips appear below the screen until the page is scrolled

after cliking on the question mark:
(note the second scsroll bar)

the once the scroll wheel is used it jumps up

ok i just tried it with the local webui frontend (version TrueNAS-SCALE-23.10-BETA.1) but the production build versino of TrueNAS-SCALE-23.10-BETA.1 still has the same issue 🤔so if there was a recent fix for those this issue can be closed
alternatively it may be a bug that only appears in the production build
