@William Doerfler we have another issue which we believe this to be a duplicate of linked. The root cause is descriptions being included on the interfaces. Investigations into a fix are continuing. A workaround is to remove the descriptions from the interfaces.

Updated to Dragonfish from fully functional Cobia system.
All is working after the upgrade except for Applications. I had one application running in Cobia, but now that whole subsystem is not working and I can't start it.
