NIC keep changing names

Description

After every reboot network interface cards keep changing name for example
eth0 to eth1 eno0 to eno1 eth1 to eno0 etc

It seems to me as a problem of your system’s BIOS DMI data. In dmidecode output from your debug I see:

, where non-unique Type Instance: 1 I suppose creates a confusion, when whatever NIC is probed first takes the eno0 name, while another stays as eth1. Please check if there is a newer BIOS version for your system, otherwise I am not sure we can help here.
