It seems to me as a problem of your system’s BIOS DMI data. In dmidecode
output from your debug I see:
, where non-unique Type Instance: 1
I suppose creates a confusion, when whatever NIC is probed first takes the eno0 name, while another stays as eth1. Please check if there is a newer BIOS version for your system, otherwise I am not sure we can help here.

After every reboot network interface cards keep changing name for example
eth0 to eth1 eno0 to eno1 eth1 to eno0 etc
